The SI Council is where $SI holders vote on SI MIND's treasury proposals and the team's questions: free, signed with a Solana wallet, weighted by the $SI held at the daily check, with every ballot public.

A wallet needs at least 1,000 $SI at the check a vote uses. Voting is a signed message, never a transaction, and a vote stays open for 48 hours unless the team sets another time. Results and ballot fingerprints are sealed on Solana.
A vote is a signal, not a contract: the team reads every result before it decides, and decides in public. It gives no ownership or claim on the treasury.
